| dc.description | This study assesses the impact of the Organic Law on Transparency and Access to Public Information (LOTAIP) on the social management of the Municipality of Quevedo (2022–2023), examining how the official disclosure of data influences active transparency, citizen participation, and perceptions of the effectiveness of social programs. A quantitative, descriptive, and documentary approach was employed: a structured questionnaire of 16 closed-ended questions was administered to a randomly selected, representative sample of citizens over 18 years of age. The survey explored the frequency and channels of information access, the degree of involvement in municipal planning, evaluations of program quality and impact, and suggestions for improvement. Simultaneously, legal obligations (LOTAIP, the Constitution, and the COOTAD) were compared with the content of the GAD Quevedo’s web portal. Anticipated findings indicate a gap between data publication and its effective reception, demonstrating that passive transparency does not translate into genuine active transparency. It is expected that participation in planning will range from moderate to low and that satisfaction with social programs will be limited, owing to the absence of clear performance indicators. Furthermore, citizens are predicted to advocate for the integration of digital tools, regular audits, and hybrid dialogue forums to enhance governance. | dc.description.abstract | La presente investigación evalúa el impacto de la Ley Orgánica de Transparencia y Acceso a la Información Pública (LOTAIP) en la gestión social del Municipio de Quevedo (2022–2023), analizando cómo la divulgación oficial de datos afecta la transparencia activa, la participación ciudadana y la percepción de eficacia de los programas sociales. Se empleó un enfoque cuantitativo, descriptivo y documental: un cuestionario de 16 preguntas cerradas se aplicó a una muestra aleatoria representativa de ciudadanos mayores de 18 años, explorando frecuencia y canales de acceso a la información, nivel de involucramiento en la planificación municipal, valoración de la calidad e impacto de los programas y propuestas de mejora. Paralelamente, se contrastaron las obligaciones legales (LOTAIP, Constitución, COOTAD) con el contenido del portal web del GAD Quevedo. Los resultados previstos apuntan a una brecha entre la publicación de datos y su recepción efectiva, demostrando que la transparencia pasiva no genera una transparencia activa real. Se espera hallar niveles moderados a bajos de participación en planificación y una satisfacción limitada con los programas, debido a la falta de indicadores claros. Además, se prevé que los ciudadanos propongan la incorporación de herramientas digitales, auditorías periódicas y espacios híbridos de diálogo para optimizar la gestión. Estos hallazgos respaldan la transición hacia un modelo de Gobierno Abierto que combine difusión proactiva, sistemas de información en tiempo real, auditorías regulares y capacitación cívica, con el objetivo de cerrar brechas y fortalecer la legitimidad institucional en Quevedo. | |
