| dc.description | The object of the research present was to implement a Losing Wallet Recovery Plan in the Municipal Decentralized Autonomy Government to The Manna canton of the Cotopaxi Province, in the year 2011, for to improvement the liquid indicators and to fortify the finances states of the sectional organism; for effect it is formulate: to diagnose the impact of losing wallet in the finances states of the Municipal Decentralized Autonomy Government to The Manna canton. To proposal and strategies for the losing wallet recovery; to evaluate the benefit of the proposal thorough technical’s and finances indicators. It was identify with a problem principal, which the 30% municipal input was includes in the losing wallet ($59.130 to December of the year 2011), with the classification next: rural property, $11.492,70 in the year 2008 and $18.157,65 in the year 2011, with an increase of the 58% in the three years, urban property and potable water services, by the strategies fault for which the citizenship pay this debt to the municipal institution. For this reason, the opinion poll and interview applied to the personal of the Finances Area, who realize functions of the collection of the urban and rural property, potable water service and others counts, they say which is necessary the elaboration of the procedure manual whit strategies for the losing wallet recovery in the counts of the urban and rural property, potable water service and others, for the fortify of the currents actives o the institution and the liquid recovery of the Municipal Decentralized Autonomy Government to The Manna canton, benefit this Losing Wallet Recovery Plan. | dc.description.abstract | El objetivo de la presente investigación fue Implementar un Plan de Recuperación de Cartera en el Gobierno Autónomo Descentralizado Municipal de La Maná en el periodo 2011, para mejorar los indicadores de liquidez y fortalecer los estados financieros del organismo seccional, para ello se planteó: diagnosticar el impacto de la cartera vencida en los estados financieros del Gobierno Autónomo Descentralizado Municipal de La Maná. Plantear una estrategia adecuada para la recuperación de la cartera vencida; evaluar el beneficio de la propuesta mediante indicadores financieros y técnicos. Uno de los principales problemas identificados es que alrededor del 30% de los ingresos municipales forman parte de la cartera vencida ($59.130,73 a diciembre del 2011) que mantiene la entidad por los rubros de predios rústicos o rurales (que se incrementó desde $11.492,70 en el 2008 hasta $18.157,65 en el 2011, un aumento del 58% en 3 años), urbanos y servicio de agua potable, debido a la falta de estrategias para que la ciudadanía cancele estas deudas a la institución municipal. Por esta razón, se efectuó encuestas y entrevistas al personal del área Financiera que realiza funciones de recaudaciones de predios urbanos, rurales, servicios de agua potable y otros rubros, quienes consideran necesaria la elaboración de un manual de procedimientos que incluya estrategias para la recuperación de la cartera vencida, En lo correspondiente a los rubros anteriormente nombrados, para el fortalecimiento de los activos corrientes de la institución y la recuperación de la liquidez del Gobierno Autónomo Descentralizado Municipal de La Maná, beneficiando con ello a la institución que tendrá mayores recursos para la generación de la obra pública local y a la ciudadanía que palpará con satisfacción las mejoras en la oferta de servicios públicos por parte de la entidad municipal. | es_ES |
