| dc.description | This legal research project entitled "Refugees and their limitations against the National Financial System", focuses on a constitutional issue and also on Human Rights. Since 2000, thousands of Colombian citizens and other countries have entered Ecuadorian territory as people in need of international protection. Until late 2007, there have been more than 55,000 applications for refugee status, but the reality considerably exceeds this figure. At all times we must remember that and migrants are human beings, and that refugees are the most vulnerable sector of the population. The state has maintained full respect for human rights, it has a strong commitment to protection for this important group of foreign nationals. So, too, has taken responsibility for finding a lasting and dignified solution to their situation, was respected and guaranteed the principles of recognition of individual refuge status, no return, and no criminal sanction for violation of current immigration regulations when matters asylum and refuge; It will make decisions and implement the actions necessary to ensure the effective inclusion or inclusion of these people to the National Financial System. | dc.description.abstract | El presente Proyecto de Investigación jurídica titulado: “Los Refugiados y sus Limitaciones frente al Sistema Financiero Nacional”, enfoca un tema constitucional y también en materia de Derechos Humanos. Desde el año 2000, miles de ciudadanos colombianos y de otros países han ingresado a territorio ecuatoriano en calidad de personas con necesidad de protección internacional. Hasta finales de 2007, se han presentado más de 55 mil solicitudes de refugio, pero la realidad sobrepasa considerablemente esta cifra. En todo momento es necesario recordar que las y los emigrantes son seres humanos, y que las y los refugiados son el sector más vulnerable de esta población. El Estado ha mantenido un irrestricto respeto a los Derechos Humanos, tiene un fuerte compromiso de protección a favor de este importante grupo de ciudadanos extranjeros. Así también, ha asumido la responsabilidad de buscar una solución duradera y digna a su situación, se respetará y garantizará los principios de reconocimiento del status de refugio individual, no devolución, y no sanción penal por violación a la normatividad migratoria vigente cuando sea materia de asilo y refugio; tomará las decisiones y ejecutará las acciones necesarias para lograr la efectiva inclusión o inserción de estas personas al Sistema Financiero Nacional. En ese sentido, el Ecuador se compromete a cumplir con los compromisos adquiridos en la Convención de Ginebra de 1951 sobre el Estatuto de los Refugiados, su Protocolo de 1967, la Declaración de Cartagena de 1984. | es_ES |
