| dc.description | The present investigation I analyze " ALTERNATIVE OF INVESTMENTS ON THE PART OF THE PUBLIC SECTOR TO IMPROVE THE SOCIAL WELL-BEING OF THE SECTOR " VENUS OF THE RIVER QUEVEDO " CANTON QUEVEDO YEAR 2012 - 2013 " in the same one that detected to itself that in the cooperative it does not exist the necessary works for well basic infrastructure lives with regard to sanitary works through networks of electric power center of health, park recreacionales etc. In general terms, significant advances have been obtained as for the extension of the coverage of basic services of health, sidewalks and bordillos, paving, electric power, schools. The municipal government has come implementing a series of initiative and projects in order improving the efficiency of the works realized in the sector Venus of the river Quevedo, the process has been sequential, still it does not include the totality of the services in the inhabitants, being obvious that much is absent for doing. It is indispensable to shape a frame orientador and of integration on initiatives of priority works in the parish venus of the river Quevedo that there allows to raise the well-being economic partner of his inhabitants. To implement mechanism and instruments that there demonstrates the need of a culture of management in the public sector, which the commitment promotes the participation and accelerates the implantation of works and generate a positive short-term impact and promote the change of culture in the public sector. | es_ES |
| dc.description.abstract | La presente investigación analizo las “ALTERNATIVA DE INVERSIONES POR PARTE DEL SECTOR PÚBLICO PARA MEJORAR EL BIENESTAR SOCIAL DEL SECTOR “VENUS DEL RIO QUEVEDO” CANTÓN QUEVEDO AÑO 2012 – 2013” en el mismo que se detectó que en la cooperativa no existe las obras necesarias para buen el vivir respecto a obras sanitarias infraestructura básica redes de energía eléctrica centro de salud, parque recreacionales etc. En términos generales, se han obtenido significativos avances en cuanto a la ampliación de la cobertura de servicios básicos de salud, aceras y bordillos, pavimentación, energía eléctrica, escuelas. El gobierno municipal ha venido implementando una serie de iniciativa y proyectos a fin de mejorar la eficacia de las obras realizadas en el sector venus del rio Quevedo, el proceso ha sido secuencial, todavía no abarca la totalidad de los servicios en los habitantes, notándose que falta mucho por hacer. Es imprescindible conformar un marco orientador e integrador sobre iniciativas de obras prioritarias en la parroquia venus del rio Quevedo que permita elevar el bienestar socio económico de sus habitantes. Implementar mecanismo e instrumentos que evidencia la necesidad de una cultura de gestión en el sector público, que promueva el compromiso la participación y acelere la implantación de obras y generen un impacto positivo a corto plazo y promueva el cambio de cultura en el sector público. Realizar talleres de discusión entre el sector público, con la participación de los habitantes de la parroquia venus del rio Quevedo, en materia de obras necesarias y urgentes con el fin de intercambiar y conocer los criterios individuales, y a la vez promover la participación y el compromiso, con el cambio. Priorización de proyectos de: Eficiencia económica, costo de efectividad, sostenibilidad en los proyectos con mayor aporte del beneficiario; y equidad relacionada con el nivel de pobreza. | es_ES |
